Special embassy approval is required after appointment.

After receiving my Work permit for Hungary, I take appointment from VFS Mumbai, India (they provide appointment for north-west. Is it embassy approvals is necessary for submission of my file at the day of appointment for submission of my file. I am North Indian so VFS Mumbai is not giving appointment for North Indian candidates. What is the procedure of special embassyapprovals.
